An emergency press conference was held after a gas explosion occurred at a plant for a national disaster prevention project that Sonobe was working on. The explosion of gas, which was said to be a safe and secure energy source, puts Sonobe in a predicament. Even Motoki Niijima, a politician who has Sonobe cornered and is after his post, appears. Meanwhile, Haruhara and Kumota’s analysis revealed that the strongest storm in recorded history, which is expected to evacuate more than 2.6 million people, is approaching eastern Japan. Gathering together the heads of the crisis management divisions and disaster prevention and crisis management departments of the Greater Tokyo area, SDM members proposed a large-scale evacuation plan, but Eiko Kurata, the head of Tokyo, put the proposal on hold due to potential massive damage if forecast is wrong and, most importantly, because SDM, with Sonobe’s involvement in a controversy, is leading the effort.

Along with Haruhara’s analysis, Yugo puts all his energy into the rescue. Sagiri treats the rescuees, but for the first time as SDM, there were civilian fatalities. “We’ll keep fighting until the end.” Haruhara, determined to do so, heads for Tokyo, where the typhoon is approaching. They attempted to alert the public to the storm but were unable to respond due to a power outage, so Kumota and Maruyama decided to head to the area.
